Enter the new Solicitor General, Donald B. Verrilli, Jr., whose name appears on the cover of the United States's brief as appellee, filed this afternoon at the D.C. Circuit in Seven-Sky v. Holder. This is one of the three cases (Liberty University and Thomas More Law Center being the other two) in which the district court reached the merits of whether the individual mandate is within Congress's enumerated powers and upheld the requirement as constitutional.
