Sissel v. HHS reassigned to Judge Beryl Howell

Briefing on the the United States's motion to dismiss the complaint in Sissel v. HHS was complete as of January, and nothing has happened since. (Given that the D.C. Circuit will be hearing Seven-Sky in September, the district court may well be holding the case pending the Court of Appeals' decision, as it will obviously be bound by that decision.)

In any event, during this period of repose, the district court's calendar committee has randomly reassigned the case from District Judge Richard Leon to District Judge Beryl Howell. The order announcing the reassignment (dated June 3) gave no reason for the change.
